Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by what is thought to be pepper spray, as stated by police.

A 24-year-old man, was arrested in the Lambeth area for suspected theft and assault and a woman, 23 was detained for suspected conspiring to commit a robbery. They both are still being held, the force said.

The arrests follow a probe into an attack at the multi-level parking garage at Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A toddler aged three was among the those hurt in the event. Five people were taken to the hospital for medical care and have since been released.

Police arrested a 31-year-old man for suspected robbery and assault close to the scene. He was subsequently released pending further inquiries while inquiries continue.

Police were called at about 8:10 in the morning GMT following reports of a number of people hurt by a noxious substance believed to be an irritant spray.

The assault - which police said was isolated and not being treated as an act of terror - resulted in train delays and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility for a short time.
